The position of Risk Manager serves as a member of the Department of Human Resources' management team and manages the Risk Management Division's team.  The mission of the Human Resources Department is to be a strategic partner who provides our customers with high quality services and fosters an environment where a well-qualified and trained workforce succeeds.

The Risk Manager manages and directs the County's risk management programs including occupational health and safety, loss prevention, self-insured workers' compensation, property/casualty liabilities, disability leave administration, ADA Title I, wellness, risk analysis, insurance and underwriting, and policy and procedures development.

  • Political astuteness, possessing the skills necessary for identifying, navigating and successfully interacting within the dynamics of the organization while maintaining sensitivity to the competing needs of a wide variety of internal and external stakeholders.
  • Ability to identify and understand complex problems and concepts, apply logical thinking and quantitative methods to gathering and analyzing information, make decisions and exercise good judgment based on available data, design solutions to problems, and formulate and articulate action plans proactively and collaboratively.
  • Strategic planner with a sound understanding of designing, developing and implementing programmatic modifications based on legislative changes.
  • Demonstrated ability to manage workers' compensation Third Party Administrator and vendor contracts.
  • Demonstrated knowledge and expertise in the technical areas of Risk Management (e.g., Occupational Health and Safety, risk pooling authorities, property, casualty and liability programs, etc.).
  • Possession of an Associate in Risk Management (ARM) certification, or equivalent, is desirable.

Experience: 

  • Five (5) years of experience in planning, managing and conducting a variety of risk management activities including at least three (3) years managing and supervising staff in self-insured workers' compensation programs.

Education/Training: 

  • A Bachelor’s degree is required from an accredited university with a major in Public Administration, Business Administration, Engineering, Public Safety, or a closely related field.

Additional requirements:

  • Possession of a valid Class C California Driver's License may be required.
  • Independent travel may be required.
