Job Description:

The Classification of Risk Analyst is responsible for developing, implementing, and applying risk metrics and methodologies and monitoring, analyzing, and reporting financial risk exposures. Supports compliance with risk policies through regular risk exposure monitoring and reporting. Responsible for documenting and reporting risk factors to the Finance Manager, the Chief Administrative Officer, and the Board of Directors. Supervision Received and Exercised Under the direction of the Finance Manager, the Risk Analyst reviews analyzes and measures the performance of all lines of business provided by the MPA to its Members. Essential Duties and Responsibilities Responsibilities and duties may include, but are not limited to, the following:

  • Evaluate and analyze trends and impacts for all lines of business with MPA.
  • Develop and implement an evaluation process for reviewing and evaluating all lines of service that are self-administered and contracted through third-party consultants and insurance brokers.
  • Analyze data and provide quarterly, semi-annual, and annual performance report cards for the Members, Chief Administrative Officer, and the Board of Directors for all lines of business.
  • Provide educational support and information to Members and the Board of Directors on the performance of programs in coordination with the Finance Manager, Chief Administrative officer, and program consultant.
  • Prepare and gather all supporting information from Members for annual actuarial reporting.
  • Prepare and gather all materials for the California Joint Powers Accreditation (CAJPA) process.
  • Develop and create electronic tracking of renewals for the various insurance coverages and gather all necessary information from Members for the annual insurance renewal process.
  • Prepare annual declarations of coverage documents, renewal certificates, and certificates of coverage for Members.
  • Assist the Finance Manager in analyzing and calculating premium contributions for all lines of insurance services.
  • Document and maintain complete and accurate supporting information for all financial risk analyses and alert the Finance Manager of concerns
  • Review audits, actuarial, and investment reports and provides analysis and forecasting for the performance of all lines of services provided by the MPA in coordination with the Finance Manager, Chief Administrative Officer, and program consultants.
  • Assist the Finance Manager with staff reports and financial reporting as required at Board meetings, retreats, and at the request of Members.

Requirements:

Preferred Knowledge

  • Risk Management and Risk Assessment
  • Risk Insurance Management Society (RIMS) standards
  • Actuarial valuations and the management and measurement of risk uncertainty
  • California Workers' Compensation rules and regulations.
  • Public sector General Liability claims administration, rules, laws, and regulations
  • Best practices and principles of public entity financial risk management
  • Laws, regulations, and best practices pertaining to Joint Powers Authorities
  • Excel for professional and business use (e.g., data entry and storage, data verification and analysis, data reporting and presentation, etc.)

Skills in:

  • Analyzing, researching, planning, and organizing multiple work projects.
  • Communicating effectively in English both orally and in writing, making presentations, and preparing written and graphical reports.
  • Developing charts, graphs, metrics, and the use of analytics to communicate program performances.
  • Interacting effectively with agency staff, elected and appointed officials, and various public and private agency representatives.
  • Understanding, interpreting, and applying complex guidelines.
  • Use of PowerPoint and other forms of presentation media.

Ability to:

  • Prepare complex technical and analytical reports.
  • Work proficiently with Excel and other analytical software programs.
  • Read and create statistical and graphic reports.
  • Organize and problem-solve with strong attention to detail.
  • Provide clear oral and written business-oriented communication.
  • Be timely and work within tight deadlines (when required).
  • Communicate with, inform, and explain to/train Members with varying knowledge and skill sets related to Risk Management Analysis on the nature of the Department's work.
  • Maintain professional integrity and practice tact, respect, perseverance, and sound judgment in all decisions and actions.
  • Preserve and protect confidential information.

Minimum Qualifications:

Education / Training A bachelor's degree from an accredited four-year college or university with a major in Risk Management, Finance, Business Management, Statistics, Accounting, Business or Public Administration, with an emphasis in research, accounting, and analysis is preferred. A combination of five (5) to seven (7) years of progressively responsible risk management and analysis experience and risk management professional certification(s) may be substituted for a bachelor's degree in one of the above-stated fields.

Experience:

At least three (3) years of progressively responsible work experience as a risk analyst in a related field, preferably in a public agency or with a Joint Powers Authority. A combination of five (5) to seven (7) years of progressively responsible risk management and analysis experience and risk management professional certification(s) may be substituted for a bachelor's degree in one of the above-stated fields. License/Certifications California Driver's License Associate in Risk Management (ARM) certification is highly desirable RIMS-Certified Risk Management Professional (RIMS-CRMP)certification is desirable
