DEFINITION

Under limited direction, plans, develops, and implements complex professional planning projects on the most difficult current and/or advanced planning projects; develops recommendations on planning policy formulation and implementation; directs the work of major planning programs; prepares plans and technical reports; prepares environmental documents individually or through the use of consultants; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the most advanced working level in the professional Planner class series. Incumbents are expected to perform the more complex planning work, may supervise subordinate staff on specific assigned tasks, and are responsible for directing the work of major programs with a high degree of complexity. Incumbents are expected to undertake advanced and current planning projects that require considerable professional knowledge and the use of independent judgment. The ability to build effective working relationship with other County staff and internal and external customers is essential. Incumbents are expected to continually strive to identify and remove service process barriers and be a champion of providing exceptional customer service to other County staff, businesses, and residents. This class is distinguished from the Associate Planner level in that Senior Planners are expected to perform the most complex assignments, utilize a greater degree of independent judgment and problem solving capabilities, and take on an active role in identifying and resolving customer service and permit processing constraints.

CLASSIFICATIONS SUPERVISED

 Incumbents my provide work direction and coordination for technical planning support staff and less senior professional Planners.

ESSENTIAL FUNCTIONS

Develops and implements goals, objectives, policies and priorities for assigned functional areas; plans, coordinates, directs and processes complex projects and conducts research studies, including phases of the General Plan, current plans and special studies; negotiates, prepares and administers consultant services contracts; prepares reports and recommendations regarding land use, zoning, transportation, community needs, housing and environmental issues; recommends the use of land for residential, natural resources, commercial, industrial and community uses.

Confers with personnel from other departments and agencies in coordinating work activities; meets with representatives of community organizations and other groups to encourage cooperative action or to resolve problems; serves as technical advisor to County staff and officials and public agencies; and establishes positive working relationships with representatives of community organizations, state/local agencies and associations, County management and staff and the public.

Provides information and assistance to applicants, property owners and the public regarding laws, regulations, standards, policies and procedures related to the submission of plans, processing of applications and implementation requirements; investigates and answers the more complex questions from the public regarding planning, zoning and environmental issues. Coordinates and participates in the review and processing of various plans and development applications; collects and evaluates information related to the application process and determines conformity with laws, regulations, policies and procedures; recommends approval or alternative approaches; and conducts project site inspections.

Under limited supervision, coordinates and participates in code enforcement duties as they relate to zoning matters.

Under limited supervision, coordinates and participates in the update and implementation of the General Plan, environmental review and compliance, development review and pre-application review; serves as support staff to Committees, Commissions and the Board; manages complex and controversial current and future planning projects. Writes and edits reports for Committees, Commissions and the Board of Supervisors; coordinates, prepares and provides meeting support services to the groups, including reviewing draft materials and preparing comments; drafts hearing notices, organizes meetings and work sessions ensuring timely notification of appropriate parties; and makes presentations and prepares material for the Board, Commission, and other Committees and community groups.

Knowledge of: Advanced theory, principles, practices and techniques of land use planning and their application to a variety of planning problems. Purposes, procedures, and customer service delivery issues of public planning agencies, boards, and governing bodies. Techniques and methods for making effective public presentations of complex information and controversial subjects. Contract negotiation, administration, and budget monitoring. Basic methods and techniques of supervision, training and motivation. Applicable federal, state and local laws, codes and regulations, including the Zoning Ordinances, C.E.Q.A. and California laws relating to subdivisions, annexations, zoning and land use. Methods and techniques of prioritizing work assignments and resolving scheduling conflicts. Standard office procedures, practices and equipment; modern office equipment including a computer and applicable software. Engineering standards, development of infrastructure plans, and responsibilities of public works engineers and inspectors during the review and construction of infrastructure improvements. Desired skills: Performs the most complex professional planning studies and environmental reviews while assisting other more junior staff, as directed.

Maintain on-going responsibility for an assigned area of Planning functions. Read and interpret laws, ordinances, general plan elements, environmental impact statements, and other documents related to community planning and land use and makes recommendations to the Deputy Director and Director on these matters. Collect, compile, analyze, interpret and predict technical, statistical, and other information related to public planning. Prepare a variety of planning and zoning reports on complex and controversial subject matters. Operate a computer and use appropriate software in the performance of professional planning work. Make effective oral and written presentations on complex and controversial subject matters while being able to anticipate questions and respond effectively during these presentations. Effectively represent the Planning Department in responding to inquires, providing assistance, and dealing with public and community organization concerns about planning, land use, and zoning on complex and controversial subject matters. Coordinate and/or participate in community planning and information sessions.

Train, supervise and motivate assigned staff as directed. Make adjustments to standard operating procedures to improve effectiveness and comply with regulatory changes as appropriate. Organize, prioritize and follow-up on work assignments. Plan, organize and supervise planning assignments with the use of consultants while ensuring the delivery of products on time and within budget. Identify critical process impediments, implement creative service enhancements, and function well under priority adjustments and time frame reductions.

TYPICAL PHYSICAL REQUIREMENTS

Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer telephone, calculator, copies, and FAX.

TYPICAL WORKING CONDITIONS

Work is performed in an office environmental; occasionally works outside; continuous contact with other staff.

Requirements:

Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Senior Planner. A typical way of obtaining the required qualifications would be:

-Five years of increasingly responsible planning experience in the public and/or private sector, including one year in a lead capacity.

-Education equivalent to graduation from an accredited college or university with major work in urban, regional, or resource planning, or a related field. A master's degree in urban, regional or resource planning may be substituted for one year of experience.

Special Requirements:

-Possession of a valid and appropriate driver's license.
