Job Description:

The Position The East Bay Regional Park District is looking for a public service-focused professional with strong data analysis, research, writing, and analytical skills to work cross-divisionally on a variety of District-wide and division-specific projects. A successful candidate will be able to demonstrate broad and direct experience interpreting regulations and implementing, managing, and evaluating District-wide policies and programs designed to serve Park District employees. The Park District currently has one (1) vacancy located in the Risk Management Department within the Legal Division at the Administrative Office, 2950 Peralta Oaks Ct., Oakland. The hiring pools established from this recruitment will be used to fill the current vacancy and any additional District wide vacancies that may occur during the one-year life of the hiring pools.

What You'll Be Doing: At the East Bay Regional Park District, the Management Analyst position (typically) reports directly to an Executive either to the Deputy General Manager or an Assistant General Manager. For the current vacancy in the Risk Management Department within the Legal Division, the Management Analyst reports directly to the Risk and Safety Manager. Under general direction, the Management Analyst independently performs a variety of complex professional, analytical and confidential administrative duties related to risk management programs and policies (employee health & safety, contract insurance and risk transfer, occupational health, and workers' compensation); administers significant, high-priority, District-wide programs, policies and systems that directly support senior and executive management in the day-to-day management and improvement of Park District processes. Performs the most complex and difficult analysis and work related to the functional area assigned.

GENERAL FUNCTION: Under general direction independently performs a variety of complex professional, analytical and confidential administrative duties; administer significant, high-priority, District-wide programs, policies and systems that directly support senior and executive management personnel in the day-to-day management and improvement of District processes. Performs the most complex and difficult analysis and work related to the area assigned.

CLASS CHARACTERISTICS: Management Analyst is the highest level classification in the Analyst series. This classification is distinguished from other Administrative Analysts within the series by the level of Division-wide and cross-division responsibility assumed as well as the complexity of the duties assigned. This classification provides lead direction, and may supervise assigned staff. Essential Functions Manages programs and work plans; analyzes, creates, recommends, implements, and manages new or revised programs, workflows, systems, program evaluation, policies, procedures, and methods of operation to address internal priorities and other significant needs; updates and revises policies, procedures, and manuals accordingly. Conducts complex analytical studies/surveys and provides recommendations on policies and procedures; including various administrative, fiscal, asset management, organizational, management systems, personnel, and other related management problems.

Leads special projects that are high level and complex in nature which may include: establishing and monitoring timelines; preparing requests for proposals; selecting consultants; ensuring contract compliance; monitoring project budgets; and tracking and reporting on project results. Assists senior and executive management staff in the preparation of the division's annual operating and capital budgets; leads the development, coordination, and monitoring of the division budget; analyzes costs; prepares a variety of fiscal, administrative, and management reports. Analyzes and presents factual and statistical data and makes recommendations in written, graphic, and oral form; Compiles, analyzes, interprets, and tracks complex data and determines pertinent issues and trends. Makes presentations of study findings and recommendations to department and District management and the District's Board of Directors and sub-committees. Develops and reviews staff reports related to the Board, sub-committees, liaisons, and other formal public meetings for accuracy and adherence to District policies and procedures. Consults with District officials and employees, representatives from other organizations and groups, and the general public to provide and/or secure necessary information. Assists, drafts, or reviews responses to complaints or other public or media inquiries regarding District operations or policy issues.

Manages the most complex interdisciplinary and interdivisional projects for the District; Trains others in work procedures and may plan, assign, review and evaluate the work of others. Represents the District in interdepartmental, community, and professional meetings, training, and/or events as required; makes presentations as necessary. Performs related duties as assigned.

Knowledge of: Principles, practices and trends in public and business administration and organizational analysis; Common statistical research and graphic presentation methods; Basic governmental functions and organization; Current software for statistical analysis, databases, spreadsheets, process-mapping, and presentations at an intermediate to advanced proficiency; Business correspondence including English usage Ability to: Accurately analyze complex problems and evaluate, identify and present alternate solutions; Gather and analyze complicated data and information from a variety of sources; Prepare complex reports, correspondence, and other materials; Understand and interpret Park District policies and procedures as well as pertinent laws, codes, and regulations; Demonstrate advanced written and verbal communication skills requiring minimum direction and editing and at a level appropriate for dissemination to the public, executive management, and elected officials; Project management skills including the ability to meet deadlines and set priorities; Supervise staff, organize and coordinate the work of subordinates; Apply statistical methods to management analysis; Effectively work with staff at all organizational levels of public or private agencies; Persuade, justify, and project consequences of decisions and/or recommendations; Plan, coordinate, and initiate action necessary to implement recommendations; Work under minimal supervision; Establish and maintain positive and cooperative working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal and external customers.

Conditions of Employment:

All East Bay Park Regional District employees are required to be fully vaccinated against COVID-19 as a condition of employment.

A valid California State driver's license is a condition of initial and continued employment in this position.

This position is in the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends.

The selected candidate must pass the Park District's Level 1 background check, which consists of Department of Justice (DOJ) fingerprinting, professional references, and education verification.

Requirements:

Minimum Qualifications Any combination of education and experience that has led to the acquisition of the knowledge, skills and abilities as indicated below. Typical ways of acquiring the knowledge, skills and abilities are:

Education: A Bachelor's Degree from an accredited college or university with major coursework in public or business administration, finance, economics, or closely related field; and Experience: Four years of increasingly responsible professional experience in one of the following areas: complex administrative, financial and/or data analysis; budget development; program or contract management and evaluation; policy development or organizational management.

Substitution: A Master's degree may substitute for one year of the required experience. Desirable: An educational and/or experience background in ecology, environmental, natural resources, park planning, policy and implementation, land trust, land use, conservancy, climate change, legal/risk, worker's compensation, or other related fields is highly desirable.
