Santa Barbara County is accepting applications to fill a full-time Liability Risk Analyst vacancy in Santa Barbara to investigate, evaluate and settle the County's general, auto and professional liability claims. In addition, this list may be used for future vacancies in other departments and locations.

The IDEAL CANDIDATE will have:

  • A bachelor's degree with more than five (5) years of recent, paid, progressively responsible work experience reviewing, processing, evaluating, negotiating, administering and recommending settlements related to liability claims, preferably in a municipal claims environment.
  • Ability to analyze liability and first party property claims in accordance with applicable laws and County policies and procedures.
  • Experience in reviewing and managing contracts to ensure compliance with the County's insurance requirements.
  • Completed Insurance Education Association (IEA) or Chartered Property Casualty Underwriter (CPCU) courses and/or possession of professional certifications, such as Associate in Claims (AIC), Associate in Risk Management (ARM), or certification of completion in training in the California Fair Claims Handling Act.
  • Multifunctional experience in claims and safety.
  • Experience meeting with department stake holders
  • Excellent verbal, written and interpersonal skills, and be comfortable in working with and making presentations to department directors and large groups.
  • Strong Microsoft Word and Excel skills, and the ability to input and analyze data.
  • Experience using a computerized claims management system.

EXAMPLES OF DUTIES

  1. Investigates and evaluates claims to determine liability; assigns and directs independent adjusters to investigate claims, when appropriate; documents file activity in the claims management system; investigates claims by interviewing claimants, witnesses, and other individuals; obtains police reports, internal accident investigation forms, medical reports, photographs, and other pertinent materials; develops and implements a course of action to resolve claims.
  2. Obtains evidence in contested and/or litigated claims to assist County Counsel or outside attorneys to defend claim and to prepare for trial; prepares for and represents the County at court appearances and other administrative bodies; may act as an expert witness for the County.
  3. Attends review team meetings to evaluate individual cases; establishes, reviews, and adjusts financial reserves of claims; negotiates and settles claims within established authority and/or negotiates and recommends settlement of claims exceeding established authority; investigates and pursues viable third parties responsible for damage; tenders indemnification and defense to third parties pursuant to contractual agreement; prepares related reports, statistics, and correspondence necessary to manage the claims process.
  4. Reviews and determines the significance of new statutes, regulations, and reported cases to determine their significance to the County; refers departmental accident reports, duty assignments, job descriptions, and safety practices to the County Safety Officer for possible corrective action(s).
  5. Some reviewing of contracts, leases and purchase documents to ensure compliance with the County's insurance requirements.
  6. Meets with County departments to discuss claim losses and recommends policies or programs designed to limit the County's risk exposure.
  7. Assists the Risk Manager in identifying loss trends and help develop policies to reduce risk.

EMPLOYMENT STANDARDS

Three (3) years of experience handling general liability/medical malpractice claims and knowledge of handling property claims. This experience can be obtained by either of the following:

  • Employed as an adjuster or equivalent for self-insured public entity, or equivalent private sector employer, third party administrator, or insurance carrier; Or,
  • Combination of training, education, and experience that would provide the equivalent required knowledge and abilities.

Possession of a valid California Driver License is required by the time of appointment.

Knowledge of: general principles of public liability; principles of risk funding and insurance, types of insurance and related contracts, indemnification, and underwriting; principles of risk transfer; contract negotiation techniques; risk management program development, implementation, and evaluation; liability claims process; applicable federal and state legal and administrative requirements; principles and practices of supervision; and handling first party property claims.

Ability to: coordinate and oversee multiple activities related to a variety of loss prevention programs; read, understand, and analyze loss trends and modify program operations accordingly; establish program reserves; develop and monitor a program budget; supervise, train, and evaluate employees; communicate orally and in writing; communicate effectively with internal and external customers, and vendors; make public presentations and testify in court; read, interpret, analyze, and apply relevant laws and regulations; establish and maintain working relationships with County departments and Board of Supervisors, other government agencies and boards, vendors, and providers of professional services.

SUPPLEMENTAL INFORMATION

Appointee will be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a probationary period of twelve (12) months.

APPLICATION & SELECTION PROCESS:

  2. Conviction Questionnaire: Candidates that meet the employment standards will be emailed the instructions on how to complete the conviction questionnaire. All candidates must complete the conviction questionnaire in order to advance to the next step in the selection process.
  3. Application Ranking: Applications that meet the employment standards will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by the information provided on their application. This process may be eliminated if there are fewer than 11 qualified candidates.

Candidates must receive a percentage score of at least 70 on the application ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
