The State and Local Cybersecurity Grant Program (SLCGP) is a first-of-its-kind endeavor specifically for state, local, and territorial (SLT) governments to help strengthen cyber resilience. California has secured $374.9 million in grant funding. The SLCGP is managed by FEMA on behalf of the Department of Homeland Security (DHS) and the Cybersecurity and Infrastructure Security Agency (CISA). This grant is unlike other Homeland Security Grants and applications must be processed through the State grants coordinator, which in California is the Office of Emergency Services (Cal-OES).

The SLCGP is also unique in that it requires completion of a Cybersecurity Plan before the sub-recipient application process. On September 29, 2023, California’s Cybersecurity Plan was approved by CISA/DHS. Now that the Plan has been approved, Cal-OES will soon announce how state and local governments can apply, what the California-specific requirements are, and the grant program timeline including deadlines. Cal-OES has an information distribution list that local government officials (including JPAs) can get on to receive updates as this program proceeds.
