Under direction, plans, organizes, and administers the County's Workers' Compensation Program; provides leadership and coordination to the program; ensures compliance with statutory practices and procedures as they relate to workers' compensation.

DISTINGUISHING CHARACTERISTICS:

This single position classification is distinguished by its responsibility for the administration and integration of all of the daily activities of the County's Workers' Compensation Program, including supervision of all professional and clerical staff.

Essential Functions

  • Establishes criteria for and focuses on operations of the Workers' Compensation program to provide service­centered assistance to County department heads, managers, and employees.
  • Evaluates claims handling and management procedures and provides continuous improvement of all the internal processes to achieve maximum efficiency and cost-effectiveness.
  • Selects staff; assigns and evaluates work of subordinate staff; develops training schedule and programs; conducts performance evaluations.
  • Coordinates management of claims and settlements with in­house legal staff.
  • Analyzes and interprets laws, ordinances, and regulations relating to Workers' Compensation functions.
  • Manages the medical provider network.
  • Coordinates and manages services of providers, vendors, and contractors, to ensure effective, comprehensive and cost­conscious delivery of services.
  • Administers requests for proposals related to Workers' Compensation services and maintains responsibility for service contract negotiation, execution, compliance, and maintenance.
  • Prepares for audits and directs audit activities and responses.
  • Prepares complex reports, correspondence, and other documents.
  • Utilizes a personal computer and oversees, troubleshoots, and assesses various workers' compensation software and/or applications.
OTHER FUNCTIONS:
  • Reviews proposed and existing legislation pertaining to Workers' Compensation and advise upper management of its impact.
  • Responds to inquiries regarding claims as needed.
  • Performs related duties as required.

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, or a closely related field and five (5) years of progressively responsible supervisory or advanced technical experience in the case management and adjustment, investigation, and processing of workers' compensation claims. Additional qualifying experience may be substituted for the education requirement on a year-­for-­year basis.

Possession of a California Self ­Insurance Administrator's Certification is required prior to completion of one year of employment. Failure to obtain the certificate will result in demotion or termination.

Knowledge of: Self-insured claims administration; State of California Labor Code, Workers' Compensation laws and regulations; Workers' Compensation Appeals Board rulings and procedures; medical and technical terminology used in the treatment of injured workers; methods of evaluating Workers' Compensation claims; principles of supervision.

Ability to: establish and maintain positive working relationships; write effectively; speak effectively; analyze complex issues and determine effective courses of action; develop and implement procedures; collect, interpret and evaluate data; initiate, plan and complete work assignments with a minimum of direction; supervise subordinate staff.

All Kern County employees are designated "Disaster Service Workers" through state and local laws (CA Government Code Sec.3100-3109 and Ordinance Code Title 2-Administration, Ch. 2.66 Emergency Services).  As Disaster Service Workers, all County employees are expected to remain at work, or to report for work as soon as practicable, following a significant emergency or disaster.

Following an offer of employment, you may be required to submit to post-offer medical and drug screening tests at county expense.

Admittance to each phase of the examination will require a government-issued photo identification. Applicants who are unable to present proper identification must make arrangements with the Human Resources Division prior to the test date.  

This examination will establish an eligible list from which one(1) immediate appointment will be made at the Risk Management Division of the County Counsel's Office. Other permanent and temporary appointments will be made as needed. Successful candidates will remain on the eligible list for a period of twelve months unless specified otherwise by the Civil Service Commission.

APPRAISAL (Weight 100%): of training, education, experience, interest and personal fitness for the work based on any combination of the following: Investigation, oral exam, and rating of the application.  Applicants must attain at least a 70% score on each phase of the examination process.
Should an oral exam be necessary, it will be weighted as 100% of the score.
