ABOUT THE POSITION

 

The CEO in Shasta County holds the title of Clerk of the Board and oversees staff assigned to that function and serves as the county representative on both the SHASCOM (a joint-powers emergency call and dispatch center) and the Solid Waste Board (a multi-jurisdictional landfill governing board). The CEO’s Office consists of the County Chief Financial Officer and three Administrative Analysts who work with 23 county departments in developing their budgets that are ultimately approved by the Board of Supervisors. The CEO keeps the Board apprised of budget issues that arise throughout the year, as well as legislative and operational matters that may have an effect on the County. The 2019-2020 final budget includes over $495,000,000 in appropriations, including funding for 2,100 positions. The CEO directly supervises non-elected department heads who oversee the centralized functions of Personnel, Purchasing, and Risk Management through the Director of Support Services, Information Technology through the Chief Technology Officer, as well as other county functions such as Housing and Community Action and Veterans Services.  The CEO represents the Board in dealings with other governmental agencies, as directed by the Board and serves as public information officer for the County.  The CEO serves at the pleasure of the Board, is an unclassified, at-will position and requires a Board adopted Employment Contract.

 

IDEAL CANDIDATE

 

The Board of Supervisors is seeking a County Executive Officer (CEO) who will pro-actively and energetically serve as a leader in carrying out Board policies, and who will be creative in bringing forth options to solve problems. The Board desires a CEO who will motivate department heads and staff to work together cooperatively and reach high levels of achievement, who will treat others with dignity and respect, and who will demonstrate impeccable integrity, honesty, and trustworthiness. The successful CEO will be able to serve as the Board’s agent in effectively dealing with community organizations, businesses, and other entities in support of collaborative enterprises or positions on issues endorsed by the Board.  The ideal candidate will bring a solid understanding of local government structure and technical strengths in the coordination of departmental functions.  A Master’s degree in public administration or a related field is preferred.  In addition, the ideal candidate will possess at least five years of progressively responsible County government experience or similar related experience as well as at least three years’ experience as a County executive manager or similar related experience involving budgetary analysis and control, financial and fiscal planning, personnel management, and organizational systems, procedures, and program analysis work. Current or prior County Executive Officers and Assistant County Executive Officers are strongly encouraged to apply.
