IRIC Manual Updated
Insurance Requirements in Contracts Manual – Version 10 Released by Alliant
For over two decades, Alliant’s Public Entity Group has maintained an Insurance Requirements in Contracts (IRIC) Manual as a service to the public sector and to EIA members. The newly released Version 10 adds and updates the following:
- Addition of a new chapter on Marine Risks including discussion on the nature of the risks and applicable coverages in various contracting situations.
- Removal of the requirement for “admitted” insurers since so much insurance is now transacted with licensed “non-admitted” “surplus lines” insurers and in many cases the non-admitted insurance policy may provide more desirable coverage.
- Additional discussion on how the Insurance Services Office endorsements CG 2010, 2026, 2033, 2037 and 2038 additional insured forms interact and what to ask for.
- Recommendation that the contracting public entity require access to the declarations page and schedule of endorsements page of the insurance policy in addition to certificates and additional insured endorsements so that it can be verified that the coverage is in place and not modified from the required forms.

EIA Staffing Update
One of the EIA’s core values is staff growth. We work hard to help the staff continue to learn and develop skills to prepare them for promotional opportunities. We have had a few of those lately that we are excited to share with the membership:
- Kathleen Barnes was promoted to Employee Benefits Specialist. She will be working with members in the Employee Benefits Programs, as well as assisting Sidney DiDomenico and Alliant in delivering the best products and services to our members.
- Brittney Sherrill was promoted to fill the Meeting & Event Planner position. She has hit the ground running, and many of you will see her managing her first series of events with the Board meeting March 1-3 in Sacramento.
- Leah Neher has returned to the EIA. She left for a short time, and has come back to an elevated position as a Workers’ Compensation Specialist. She spent a few months working for a TPA, and is using that experience in her new claims oversight and resource role.
- Gina Engman was promoted to Communications Specialist. This newly created position will help take our communications and presentations to the next level.
